The firm of Brezack and Associates Planning was founded in 2010. The company's president, Jim Brezack, has spent the past 28 years of his professional career providing consulting services in water resource planning throughout California and the Western United States.
The focus of the firm is to support local governments and provide developments with a variety of planning and engineering services related to the implementation of water resource projects. The philosophy of the firm is derived from a close appreciation of the responsibilities of project proponents to their service area and constituents in providing the most cost effective, technically accurate, and understandable solutions that meet its objective in an environmentally sustainable manner.
The firm brings together the unique talents of Mr. Brezack and his key associate Ms. Reena Thomas, P.E. From our breath of professional relationships, we are able to call upon a variety of trusted associates to assist in the on time, and at budget delivery of project milestones. This on-call pool of experts ranges from engineers to environmental documentation experts, and from land use planners to field biologists.
Jim Brezack, President
Mr. Brezack has more than 28 years of experience in water resources and wastewater planning, including the master planning and design of water, sewer, water supply, and recycled water facilities. He is experienced in all phases of CEQA compliance requirements and in the interpretation of state and federal environmental policies. Through his project experience, he has developed expertise in environmental planning and regulatory compliance for projects involving California utilities. He also has established relationships with state and federal funding agencies. Additionally, Mr. Brezack has played a key role as a grant writer and principal investigator for assisting public agencies in securing additional project funds through the grant process. His grant-writing experience includes work on several recycled water projects.

Reena Thomas, P.E., Project Manager
Ms. Thomas is a California licensed civil engineer with over 17 years of water resource planning and design experience. Her expertise includes master planning, hydraulic modeling, and detailed design of water, wastewater, and recycled water facilities. Other responsibilities include regulatory agency permitting and environmental analysis of utility infrastructure and development projects. She is particularly adept at water supply planning studies, demand analysis, and water conservation planning. Ms. Thomas is past president of the Bay Area Water Works Association. She also served as a California Water Environment Association workshop facilitator for the training of public agency staff on Sanitary Sewer Overflows (SSOs) and Sewer System Management Plans (SSMPs).

Debbie Platt, Graphic Designer/Office Manager
Ms. Platt has more than 15 years of experience in the areas of graphic design and drafting, utilizing software such as AutoCAD, Adobe Illustrator, Photoshop, Acrobat Pro and Microsoft Office. Her design and graphic abilities are highlighted throughout company reports, proposals, presentations, and the website. Ms. Platt also supports the team through office and project management, by overseeing the firm's accounting, billing, project budgets, and company operations.
